Assalamualaikum,
In this video, I'll show you, How to add an image Background in PDF using adobe acrobat pro-2017. let's get started. open a PDF file and go to the tools menu click the edit PDF and click more and background add background.

click the file and browse select the image and adjust the image we reduce the image opacity. reduce the percentage. now check that my image background is added to my document.
